Sangguniang Panlalawigan

Outgoing Vice Governor Guido Lavin Jr. delivers the welcome address during the oathtaking ceremony of the newly elected provincial officials, held simultaneously on the occasion of Northern Samar's 42nd foundation anniversary on June 19, 2007.
